Then let's have a way where approved members can have access to pull mirrors at least. Later on when we are going public with an e.V. every member can have pull mirror access... Making it a bonus is the right way to go about this, because giving goodies to paying members is key.

Also this way we at least see the pull mirrors, I believe nothing is stopping me from just using an external server to pull and push and that rule will be hard to enforce.

It's not not possible but at least its not trivial. so we dont end up with many of them. That also something which could be taken care of with the ToS.

On the other side, I don't really see any benefit from mirrors. The only justification could be backups in case the upstream repo gets deleted. But I think elbforge should focus on original content rather than mirrors.
